Generally, the consultant planner shall be responsible for writing the new Ordinances, as well as providing guidance on best practices and trends, and checking assumptions. 1. The consultant will work closely with County Staff to review current Zoning and Subdivision Ordinances for inconsistencies, gaps in regulations, and conflicts with best land use practices and trends. 2. Review of the Comprehensive Plan. The consultant will review and identify plan values, goals, policies and, and implementation strategies related to land use and will ensure that the new ordinances are consistent with the Sherburne County 2040 Comprehensive Plan and other plans as deemed appropriate by County Staff. 3. Evaluate existing Zoning Districts - The County has established new land designations through the Comprehensive Plan that need to be reflected in the updated ordinances. 4. Review the County’s Zoning Map. County Staff will work with the consultant to identify Zoning Districts that need to be updated to better align with the Comprehensive Land Use Map. 5. Draft the Document. The consultant will prepare drafts of the Zoning and Subdivision Ordinances, including graphics for review by County Staff, culminating in a final version to be presented to and acted upon by the Planning Commission and County Board. 6. The consultant will work with County Staff to present the draft ordinances to the Planning Commission and County Board of Commissioners along with other applicable committees. 7. Integrate updated ordinances - The consultant will work with County Staff to make the updated Ordinances interactive, readable and to ensure format of the ordinances is accessible to the public.
