The City is requesting assistance in the following areas: 1. Update the Current Source Control Program Manual, to include the following areas and items. a. Update the manual to reflect current practices and current EPA rules and regulations. b. Update manual to address the required elements of the EPA Pretreatment Streamlining Rule (40 CFR Part 403) c. Evaluate the benefits of the optional elements provided in the Streamlining Rule. Conduct research to determine practices of surrounding jurisdictions, and other local agencies and determine if optional elements are appropriate for the Puyallup Program. A brief description of the optional elements should be prepared that presents the pros and cons of implementing the optional elements. Update the Manual to incorporate the optional Streamlining elements that the city determines is suitable. d. Provide assistance with obtaining the Approval Authority’s approval of the proposed modifications to the pretreatment program. e. Identify and assess best management practices implemented by surrounding jurisdictions and other local agencies to determine if practices are best implemented through the approved pretreatment program or a program that is not under the purview of the pretreatment program Approval Authority. f. Identify and assess best management practices implemented by surrounding jurisdictions and other local agencies to determine if practices are best implemented through the approved pretreatment program as it relates to, “Grease traps” or “grease interceptors”, to include fee’s inspection schedules, usage rules, and any other relevant program information. g. Update current fee schedule, remove unused fields, update fees to reflect surrounding municipalities and develop legal and defensible basis of how fees are calculated now and into future. h. Compare staffing levels and needs to surrounding jurisdictions, and analyze program goals and needs. i. Analyze program duties and suggest modifications to attain stated goals.
