The work includes removal of debris and site improvements within Clallam County property along River Road, approximately 2 miles south of U.S. Highway 101. Improvements include soil removal, transport, and disposal; debris removal, transport, and disposal; and site restoration of a portion of the property along River Road. The project will improve public access and safety by removing debris remaining within a portion of the property referred to as the “Old Sequim Dump” and restoring the area disturbed by the work. The work will also facilitate future use of the property for a water storage reservoir and public park. The following specific work items will be included in this Contract: • Mobilization and demobilization of construction equipment • Layout and construction of temporary roadway facilities using hog fuel • Establishment and maintenance of temporary erosion and sediment control (TESC) best management practices (BMPs) in accordance with local and state regulations and permit approvals • Removal, staging, transport, and disposal of recyclable debris • Removal, staging, transport, and disposal of non-recyclable debris and entrained soil • Removal, stockpile, testing, and disposal of soil from a smaller area within the debris removal site. The soil will be sampled and tested to confirm that contamination levels do not trigger the need for handling and disposal as contaminated soil. Handling and disposal will be accomplished according to these Special Provisions based on the results of the soil testing. • Purchase and placement of topsoil within disturbed areas • Hydroseeding of areas that have been disturbed • Restoration of disturbed areas
