With this RFP, the City of Chicago seeks to expand on the success of the pilot program, re-launching RTC as a CDBG-funded program to continue providing vital legal support for tenants facing eviction. This transition represents an opportunity to build upon the program's proven model while securing longterm sustainability for tenants in need of eviction defense. The selected organization will be responsible for administering the RTC program and ensuring that tenants facing eviction receive high-quality legal representation. The following performance goals will be used to evaluate the effectiveness of the program: Access to Legal Representation • Provide full legal representation to at least 600 tenants per year who meet program eligibility criteria. • Ensure that at least 90% of tenants seeking legal assistance receive either full representation or brief legal consultation.
