The Oregon Department of Early Learning and Care (“DELC” or “Agency”) is issuing this Request for Proposal (“RFP”) for one or more Healthy Families Oregon (“HFO”) quality assurance and technical assistance provider(s). The selected Contractor will assist DELC in fulfilling its QA and TA responsibilities by supporting HFO sites in implementing the HFA model with fidelity. The Contractor’s role includes providing direct technical assistance, quality assurance monitoring, and accreditation preparation in alignment with HFA standards. The Contractor will receive task assignments from DELC to support ongoing monitoring, compliance efforts, and continuous quality improvement initiatives. At all times during the contract term, the Contractor shall demonstrate expertise in family support services, possess in-depth knowledge of the HFA model and its critical elements, and understand the broader Multi-Site System to ensure alignment across all HFO sites. The Contractor shall: Conduct site visits to review compliance with HFA and HFO standards. Provide grantees with detailed feedback and actionable recommendations for improvement. Assist grantees in preparing for HFA accreditation or re-accreditation processes. Support CQI initiatives aligned with HFO's goals.
