The New Mexico Department of Transportation (NMDOT or Department) is requesting proposals from qualified firms or Offerors for the purpose of hiring a Contractor(s) to design and implement various (non-construction) methodologies, or approaches, to mitigate dust, primarily within the vicinity of Lordsburg Playa in Southwestern New Mexico (map attached). Firms awarded a contract as a result of this RFP will not be limited to addressing the sites in the vicinity off Lordsburg Playa in this solicitation and may work state-wide. The overall intent of the RFP is to establish effective dust mitigation techniques for various locations adjacent to New Mexico roadways that have been prone to zero visibility-related traffic crashes. Techniques that may be considered, but are not limited to, are: imprinting/revegetation seeding, windbreaks (constructed materials, vegetative, berms, mulching, biocrusts, mulching, etc.), exclusion/fencing, soil stabilization, and management plans for grazing, vehicle access, and other uses. Offerors are not limited to these examples and may propose their own designs.
