The objective of this solicitation process is for the City of Hyattsville to identify and select a Contractor to perform engineering and design services for a Green Alley Project. The selected contractor will be responsible for conducting comprehensive site evaluations, developing final engineering design plans, and preparing construction documents that incorporate sustainable stormwater management solutions in compliance with local, state, and federal regulations. These solutions should include the integration of permeable paving, bioswales, and pedestrian-friendly elements to enhance environmental resilience. An important aspect of this project is addressing loitering concerns in the area. The contractor will be tasked with incorporating Crime Prevention Through Environmental Design (CPTED) principles, which will focus on reducing opportunities for loitering and ensuring a safer, more welcoming environment for all users. Specific measures may include: • Natural surveillance: Designing open, well-lit spaces that allow for visibility and reduce hiding spots. • Territorial reinforcement: Incorporating elements such as fencing, seating arrangements, or clear delineation of space to foster a sense of ownership and discourage unauthorized gatherings. • Access control: Implementing design features that limit access to certain areas, such as controlled entry points, well-designed pathways, and clear signage. • Lighting: Ensuring adequate illumination in key areas, particularly where loitering has been a concern, to enhance safety and visibility after dark.
