Scope of Services The selected broker/consultant will be expected to provide services that include, but are not limited to: • Reviewing and analyzing current employee benefit plans • Advising on plan design and cost-containment strategies • Marketing the City's benefits programs and soliciting competitive quotes from carriers by preparing and issuing a Request for Proposal (RFP) document • Evaluating carrier proposals and providing recommendations • Assisting in carrier negotiations and implementation • Providing compliance guidance regarding state and federal benefit laws (e.g., ACA, COBRA) • Serving as a liaison between the City and insurance carriers • Assisting with employee communication and education during open enrollment • Providing ongoing support throughout the plan year as needed
