In accordance with Section 287.055, Florida Statutes, Citrus County, Florida (“County”) is requesting interested firms to submit a Statement of Qualifications providing qualifications and experience with various professional Engineering services associated with public water, wastewater and reclaimed water utility systems. Each consultant selected should also be able to provide the services sub-noted within the disciplines either through in-house services or with subconsultants. Depending on the number, diversity, qualifications, and experience of the responses received, the County anticipates engaging the services of no fewer than three (3) and no more than ten (10) highly qualified entities to satisfy its anticipated needs. County's Water Resources Department (Department) is responsible for the evaluation, planning, funding, design, permitting, and construction of various water, wastewater, and reclaimed water systems and facilities. As such, the Department routinely has the need to engage the services of various professionals to assist with tasks customarily associated with these systems and facilities. This project involves engaging firms, on continuing contract basis, to assist with specific tasks as they are identified. Each specific task will be assigned a Work Authorization (see sample Attachment B). Though not inclusive, the following tasks represent the kinds of work the Department frequently seeks assistance with: 1. General utility planning, preparation of project specific facilities plans, evaluation of facilities, assistance with grants and funding, computer modeling of hydrogeologic, hydraulic and process systems, issue specific studies, preparation of preliminary engineering reports, etc. 2. Preliminary and detailed design of water, wastewater, and reclaimed water pipelines and associated facilities, including planning, surveying, geotechnical investigation, design, permitting, and construction engineering and inspection services. 3. Preliminary and detailed design of water treatment plants and associated facilities, including planning, surveying, geotechnical investigation, design, permitting, and construction engineering and inspection services. 4. Preliminary and detailed design of wastewater treatment plants and associated facilities, including planning, surveying, geotechnical investigation, design, permitting, and construction engineering and inspection services. 5. Preparation of contracts and procurement documents, preparation of contractor pre qualification criteria, assistance with construction bid phase activities, etc. 6. Assistance with State Revolving Fund applications and construction assistance, when needed. 7. Assistance with grant funded projects, when needed.
