The Port of Seattle’s (Port) current contract to test the smoke control and suppression systems and smoke fire dampers at Seattle-Tacoma International Airport (SEA) will expire in September 2025. Confidence testing and inspections of smoke control systems and fire smoke dampers are required by law and code. Revised Code of Washington (RCW) 19.27.710, 19.27.720, and International Fire Code (IFC) 909 as adopted by Washington state require smoke control systems to be tested and inspected at least annually or semiannually and smoke fire dampers to be tested and inspected at least every four (4) years in accordance with National Fire Protection Association (NFPA) (see NFPA 92 and NFPA 80). IFC 901 requires regular testing and inspections of fire suppression systems in accordance with NFPA (see NFPA 12 and NFPA 2001). This contract will pursue annual and semiannual testing of the smoke control systems, semiannual testing and inspections of the suppression systems, and the first cycle of 4-year rolling testing of the fire smoke dampers. The Consultant will research drawings and map the fire smoke dampers. Each aspect of the research and testing in this contract will be managed through service directives. The Consultant will work with Aviation Facilities and Infrastructure (AV/F&I) to achieve deliverables. The Consultant shall supply personnel with smoke control and clean agent specialists, National Environmental Balancing Bureau (NEBB) certified test and balance technicians, and fire life safety certified agents as required by code. Consultant shall provide all tools and equipment needed to complete each scope of work. No use of Port tools, vehicles, or equipment is allowed. Port approved safety training and safety plans are required. Work by Apprentice Test, Adjust, and Balance (TAB) Technicians shall be limited to preforming duties as an assistant.
