The services to be provided under the Transit Construction Project Assistance and Oversight Framework involve two distinct consultant roles (as described below), both essential to ensuring the successful execution, management, and oversight of all phases of transit construction projects. From initial planning through project close out, each consultant will work collaboratively with grantees and TDOT PTS to fulfill their responsibilities. The scope of a construction project can vary greatly, ranging from small scale projects, such as minor building maintenance repairs or the installation of bus shelters, to large scale initiatives like constructing transit facilities or major transit infrastructure projects. Smaller projects may require limited involvement in the process, skipping some or even all phases, while larger, more complex projects will necessitate thorough engagement across all phases, including planning, environmental compliance, design, construction, and close out. This flexibility ensures the framework is adaptable to the unique needs of each project, regardless of its size or complexity. There are two roles that might be used for each project, and when a consultant is issued a work order for one role on a project, they shall not be eligible to receive a work order for the second role on that same project. The Letter of Interest must acknowledge that both role responsibilities can be fulfilled by the consultant.
