The awarded firm will perform the following tasks in order to complete projects for Henderson County Government: Task 1 – Assist with completing project milestones as defined by the granting agency. Task 2- Compete GIS mapping and inventory of the collection system. County staff has begun the mapping process using the City of Hendersonville Utility format. The mapping and inventory information will be incorporated into the County’s GIS system as well as its asset management system. Task 3 – Inflow and Infiltration (I & I) Analysis / Condition Assessment Report on the collection system. This task will identify, using methods including smoke testing, CCTV inspection, manhole inspections, etc., sources of I & I, the condition of the existing infrastructure, and needed repairs or replacements of sewer lines, manholes, lift stations, etc. to eliminate I & I. Recommended repairs and upgrades will be incorporated into a 10-year Capital Improvement Plan with project scopes, schedules, and cost estimates. A separate project is underway to plan and design the replacement of the system’s treatment plant which will be incorporated into this project’s CIP. Task 4 – Sewer Rate Analysis will be generated which develops recommendation for needed sewer rates and impact fees to cover the operations and implement the CIP of Etowah’s sewer system. The analysis will satisfy requirements to allow the County to charge impact fees for new customers.
