1. Statement of Need 1.1. Pursuant to the Arizona Procurement Code, A.R.S. §41-2501 et seq., the State of Arizona Department of Transportation (Department), on behalf of the Town of Gilbert (Town), has a requirement for Fiber Network Management Software (3-GIS) and support deploying and populating the software. 2. Introduction and Background 2.1. The Town’s fiber network information is housed in an Excel spreadsheet and mapped in Google Earth. The detailed information needs to be converted to a user-friendly interface. 2.2. The Town uses ArcGIS Pro, a complementary ESRI product. 3-GIS will be used for this project to build upon the Town’s knowledge base and maintain consistency with other existing regional work. 2.3. The Town has nearly 100 miles of fiber which connect to signals, fire stations, well sites, offices, parks, and other Town facilities.
