Office of Youth Services is procuring services for performance-based standard that is a national data-driven improvement model grounded in research's that measures the accreditation of a Juvenile Correctional Facility Site, such as Hawaii Youth Correctional Facility located in Kailua, Hawaii. Provide national standards, outcome measures, a quality assurance process, training and technical assistance to the facility and staff to help implement research-based and best practices. Provide the highest standards to support and collect qualitative data-surveys of youths, staff and families-and quantitative administrative record and incident data and uses the information to implement reforms. Deliverables shall include comparison to data collection through outcome measure reports showing performance over time and in comparison to the field average, including Critical outcome measures , positive youth outcomes, Agency division outcome measure reports performance, surveys, and data quality assurance.
