a. The Contractor will make daily flights and record the temperatures at ground level and at 500-foot intervals to an elevation of 5,000 feet above the ground. Temperature measurements at each 500-foot interval above ground level are mandatory. Where the performance of this contract would conflict with the rules and guidelines of the Federal Aviation Administration (FAA) or local airfield manager, the rules and guidelines of the FAA or airfield manager will prevail and the Contractor will notify CARB’s Contract Manager, or designee, of the conflict. b. The temperature soundings are to be made between 4:00 a.m. and 6:00 a.m. PST and transmitted to the CARB Duty Meteorologist using the Prescribed Fire Information Reporting System at https://ssl.arb.ca.gov/pfirs/index.php, or by telephone at (916) 322- 6014 no later than 11:00 a.m. PST. Telephone toll charges are to be paid by the Contractor. If Contractor is unable to take measurements on a scheduled day, the Contractor will apprise the CARB Contract Manager, or designee, the same day as to the reason why measurements could not be taken.
