The Contractor must: Analyze MRS’ existing health by assessing the current state to provide an accurate view of the health and identify changes that would be more conducive to a high performing VR organization. Identify the current social understanding of all staff on the bureau’s mission, values and social cohesion. Develop a strategy for transformation by assisting MRS with creating a plan for embracing the goals and vision of the new organizational entity. Assist with the implementation of the organizational health plan to bring the desired organization to fruition and in a manner that will build MRS brand which can be leveraged to make MRS the best VR program in the country. Examine and assess the current structure of MRS’ divisions within the context of the bureau’s mission and provide suggestions for improvement in the following areas. Please note this is not an exhaustive list: Roles and responsibilities, job functions, information flow, communication flow and career pathways. Assess whether the divisions’ structure best supports the bureau’s goals and desired outcomes. Consider, if appropriate, in what ways has MRS’ design of divisions been compromised. If appropriate, make recommendations for streamlining end to end processes to enhance efficiencies and effectiveness. Recommend improvements to consistently embrace and achieve WIOA metrics consistent with RSA’s negotiated levels of achievement and the Bureau’s and department’s strategic and operational plans. Evaluate the degree to which effort and allocation of resources align with the MRS’ stated organizational priorities and support LEO’s and the Governor’s goals. Meet with MRS Leadership to discuss and share information used in assessments such as the Comprehensive System of Personnel Development (CSPD), onboarding and exit surveys, scan of current practices, retention efforts and other information, we are hopeful the scope of work will encompass the following
