Spartanburg County is seeking sealed proposals from qualified contractors for Construction Management At-Risk Services for County/City Administration Building and Parking Garage. The proposed County/City Administration Building is approximately 215,000 gross square feet. The associated public and staff Parking Garage contains approximately 950 spaces. The proposed site is a full City block in downtown Spartanburg and is bordered by South Church Street(to the east), West Kennedy Street (to south), South Spring Street (to west), andWest Broad Street (to the north). The site previously contained Spartanburg City Hall (demolished in 2024) and currently contains Blue Moon Restaurant, a cellular communications tower, former Nautilus Fitness Center and an asphalt surface parking lot. The existing structures will be demolished prior to Phase II construction start and are excluded from CMAR’s scope. The existing asphalt lot will remain and be addressed by the selected CMAR. The existing block is also diagonally traversed by existing and aged storm water and sewer infrastructure that serves a portion of downtown Spartanburg.
