Research existing programs and the potential for new technologies. Include a comparison of what other Michigan utility programs offer. Develop a cost-effective portfolio of energy waste reduction programs that can achieve kWh savings and when applicable, are compatible with other energy-related Michigan programs. Design programs that are based on best existing practices and customer needs. Prepare program summaries, including projected participation levels, incentive amounts, energy savings and budgets. For each of BWL’s EWR program offerings, calculate the total resource cost test (TRC), utility cost test (UCT), ratepayer impact measurement cost test (RIM), and societal cost test (SCT). Prepare analysis with modeling software that is compatible with other Michigan utility programs.
