Task 1: Baseline Program and Economic Analysis The baseline analysis will address the following topics: The historic effectiveness of the TSDC program at: o Funding projects that build system capacity to support growth; o Providing discounts and exemptions that encourage development that helps the City meet its housing and economic development goals; o Maximizing program impact through credits and grant fund leveraging. Comparison of Portland TSDCs to: o Other fees, taxes, and charges paid by development in Portland; o Other development project cost drivers, such as materials, labor, and interest rates; o The development charges and fees of other cities in Portland metro area. Financing options: o Identify financing policies and procedures used by other agencies in the Portland Metro area and other large cities in Oregon; o Evaluate the potential merits of different deferral and financing approaches for the City of Portland; o Consult with City and external stakeholders to understand the barriers and risks associated with the current program and potential modifications. Deliverables: Technical Memorandum #1 (Program Analysis), Technical Memorandum #2 (Economic Analysis), Technical Memorandum #3 (Financing Options) Task 2: Methodology In the 2017 update, the City moved to using Person Trips as the basis for the TSDC. For the 2027 update, the City anticipates updates to certain other aspects of the TSDC rate calculation methodology and fee schedule. The Consultant should assess: The availability and quality of person trip data from the most recent Institute of Transportation Engineers (ITE) Trip Generation Manual, as well as other publicly available transportation impact data sources. Potential changes to adjustment factors within the methodology, including passby trips, conversion of vehicle trips to person trips, average vehicle occupancy, and trip length. The need to revise the current land use categories in the fee schedule (aggregating or disaggregating). Housing categories should better reflect the transportation impacts of units of different sizes. The TSDC program’s system of discounts and exemptions will be revisited to improve alignment with City goals. Considerations include: Effectiveness of existing discounts and exemptions, as described in Technical Memorandum #1 Financial impacts of existing and proposed discounts and exemptions on TSDC funds Replacing geographic focus of discounts (currently given for development in Centers and Corridors) with a discount based on built environment and transportation context to support reduced VMT Deliverables: Technical Memorandum #3 (Trip Data and Land Use Categories), Technical Memorandum #4 (Discounts and Exemptions) Task 3: Project List Development The City will develop the project list based upon the previous list and in coordination with the update of the Transportation System Plan (TSP) taking place in 2025-2026. In addition to TSP project list selection criteria, the TSDC program screens projects according to whether the project supports new capacity. The Consultant will provide an assessment of the practical, administrative, and legal issues presented by integrating additional City programs and project types into the project list. These include street connectivity requirements, the Local Transportation Infrastructure Charge (see Exhibit E) for residential development on un-curbed streets and Transportation Demand Management requirements for buildings with more than ten dwelling units (see Exhibit F).
