Doraville’s goal is to select the Offeror who will be the most effective and proactive partner to solicit, evaluate, and identify high value insurance proposals and comprehensive services for each benefit offered to the City’s employees, included but not limited to: • Health/Medical Plans with Prescription Drugs • Dental Plans • Vision Plan • Optional Life Insurance • City-Paid Term Life insurance with AD&D • City-Paid Short-Term and Long-Term Disability • Health and Dependent Care FSAs • COBRA Administration • Wellness Program • HIPAA Compliance • Actuary Service (Optional) The City is particularly interested in a benefits consulting firm who can offer creative, innovative approaches with a proven track record to assist the City in maintaining quality benefits at a competitive cost. The selected consulting firm will perform a full range of benefit program services related to the acquisition, implementation, maintenance, communication, and enhancement of the City’s employee insurance benefits. The selected consulting firm shall provide services including but not limited to the following: • Claims reporting • Regulatory compliance and reporting • Benefits review/design • COBRA service/management • FSA offering through third-party • Stop-loss management • Open enrollment assistance • Customer service • Benefit audit and review • Renewal/replacement plan negotiations • Cost containment • Wellness program • Contract analysis • Competitive bidding • Analysis and selection of insurance carriers • Transition and implementation of plan • Vendor compliance • Billing reviews/audits as requested • Benefits communications assistance
