The City of Red Bank is seeking statements of qualifications from professional data analysists to collect, analyze, and interpret large amounts of data to help the City of Red Bank make informed decisions. The data analysist will use statistical methods, software tools, and programming languages to: clean and manipulate data, create visualizations and dashboards, and develop predictive models on an as-needed basis. Respondents must be able to demonstrate expertise with various aspects of metadata collection, analysis and presentation to decision makers. Examples of the sorts of issues to be handled by the data analyst should include but not be limited to: - development of a capital improvement plan (CIP) to help identify, prioritize and phase capital projects, ensuring alignment with broader strategic goals and financial planning, and - an analysis of property taxes over time with respect to property values, and - forecast anticipated revenue growth across all revenue categories as the city grows.
