The project involves development of a regional transportation systems management and operations (TSMO) plan for the Madison, Wisconsin Metropolitan Area that creates a road map for implementation of an integrated system of TSMO, including intelligent transportation systems (ITS), and other technologies and strategies to enhance the efficiency, safety, and sustainability of the transportation system and achieve other goals identified in the MPO’s Connect 2050 regional transportation plan. The plan will build off the MPO’s 2016 Regional Intelligent Transportation Systems (ITS) Strategic Plan for the Madison Metropolitan Area and should facilitate cross-jurisdictional integration of TSMO activities. The plan will help establish the need for TSMO investments in the region, identify relative priorities to direct TSMO investment, and identify specific projects to be deployed to meet identified needs. It will also establish a framework for ongoing, coordinated multi-agency efforts to ensure TSMO strategies implemented in the region are integrated and complementary. It is expected that the consultant will attend and make presentations at regular virtual or in-person meetings of the staff advisory committee, conduct workshops with stakeholders in the region, and make presentations at meetings of the MPO Technical Coordinating Committee, MPO Policy Board, and a meeting of the City of Madison Transportation Commission.
