In summary, basic services shall be to perform engineering tasks relating to review of wireless facility applications received by the City. The selected organization(s) will provide the full range of services necessary to perform the Independent Consultant Review outlined in the City’s Personal Wireless Service Facilities Ordinance, MCC Section 38-112.4(I), including: • Coordinating with the City and contract planner who is responsible for reviewing permit applications for completeness; • Evaluating radio frequency reports for compliance with applicable standards; • Reviewing documents in a timely manner to assist the City in meeting the “shot clock” deadlines for applications; • Evaluating the applicability, reliability and/or sufficiency of analyses or methodologies used by the applicant to reach conclusions about any issue within this scope; • Addressing any other issue that requires expert or specialized knowledge identified by the City Manager or designee; and • Presenting to decision makers at public hearings, as needed.
