The City desires to obtain the services of outside firms or individuals to help the City with a full range of historic resource services including, but not limited to the following: • Provide guidance to City staff on the application of the Secretary of the Interior’s Standards for the Treatment of Historic Properties; • Prepare Intensive Surveys for potentially historic properties for CEQA, NEPA, and/or design review analysis based on National Register Bulletin 15 and the National Register of Historical Places eligibility criteria, and eligibility criteria in the City of Monterey’s Historic Zoning Ordinance; • Prepare Peer Reviews based on National Register Bulletin 15 and the National Register of Historical Places eligibility criteria, and eligibility criteria in the City of Monterey’s Historic Zoning Ordinance; • Assist as on-call support with the Historic Preservation Commission, Architectural Review Committee, Planning Commission, and City Council items by providing review and recommendations for decisions involving archeological and historical resources; • Work with staff to prepare Zoning Code updates, and General Plan amendments as necessary; • Advise and assist with maintenance of the City’s Mills Act program; • Provide educational study sessions for the Historic Preservation Commission and City staff; • Provide archeological reports or coordinate with additional consultants to integrate archeological and Native American resources to provide historical assessments and property evaluations under CEQA, NEPA, and/or design review analysis, and construction monitoring; • Create a GIS inventory of Archeological Studies; • Update historic surveys; and • Prepare Context Statements for neighborhoods that have not been surveyed.
