1. Risk Analysis, Insurance Marketing, and Policy Placement a. Loss Exposure Assessment: i. Assist the County in the assessment of loss exposures. b. Market Analysis & Forecasting: i. Provide on-going information about developments and potential impacts of new laws (state and federal), government regulations, forms, trends or any other information that may affect Eagle County’s insurance program. ii. Prepare a market analysis and forecast by line of insurance at least 150 days prior to each renewal. c. Coverage Design & Recommendations: i. Assist in the design of required coverage. ii. Make recommendations for specific insurance policies and coverage to be purchased each year based on updated information. iii. Review and evaluate competitive proposals received and make recommendations to management regarding the purchase of insurance each year. Recommendations must be presented to Eagle County within a reasonable time prior to expiration, but no later than 60 days prior. d. Proposal Preparation & Submission: i. Solicit competitive proposals on behalf of the client, providing all necessary information. e. Negotiation & Binding: i. Negotiate effectively with underwriters, securing the broadest coverage at the best available cost. ii. Upon direction, negotiate and bind the insurance policies purchased each year. f. Renewal Presentations: i. Present renewal programs and options to the client within a reasonable time prior to expiration. ii. Provide a detailed summary of all marketing activity including carrier’s names, underwriters contacted, final disposition of carrier’s quote or action, and a clear explanation of any declination or reasons for no further consideration being shown a market. 2. Policy Administration & Client Support a. Policy & Certificate Issuance: i. Issue binders and other coverage verification documents as required. ii. Issue certificates of insurance within 1 business day of request. iii. At the beginning of each policy year and as requested, prepare and distribute Certificates of Insurance to the entities required to be a Named Insured or Additional Named Insured. iv. Provide electronic copies of the policies as requested. b. Client Communication & Reporting: i. Respond promptly to questions. ii. Provide loss runs and other information as requested for each insurance policy bound. iii. Designate primary contact person between broker and client for all communications as well as a secondary person for back-up. iv. Maintain confidentiality of records containing Personally Identifiable Information (PII) and Protected Health Information (PHI). c. Contract Review & Consultation: i. Assist with the review of contracts and provide advice on insurance to be required of vendors, suppliers, and consultants. 3. Claims Management Support a. Claims Processing & Coordination: i. Handle the transmittal of documents to the appropriate insurance carrier's claims service office. ii. Coordinate with the client's Risk Manager and County Attorney on claims investigation when requested and, if necessary, conduct post-loss visits to assist in proper claims preparation, salvage operations, temporary protection, and negotiation of claims with adjusters. iii. Assist with claims and interface with the client and insurance carriers as needed in the resolution of any types of issues, problems or claims. b. Claims Advocacy & Dispute Resolution: i. Act as the client's advocate in claim disputes with insurance carriers. 4. Risk Management Consulting a. Liaison & Evaluation: i. Act as a liaison between the client and insurance company loss control personnel. ii. Review and evaluate the client's in-house loss control and safety activities. b. Exposure Analysis & Training: i. Develop and assist in the presentations of loss control training and education programs. ii. Provide risk management and safety consulting services throughout the term of the contract.
