OCTA is a subrecipient of federal funding from the Federal Highway Administration (FHWA) and is responsible for compliance with applicable rules and regulations. OCTA desires the completion of an Americans with Disabilities (ADA) Self-Evaluation and Transition Plan in accordance with FHWA requirements, Section 504 of the Rehabilitation Act of 1973, Title II of the Americans with Disabilities Act and State of California Access Codes. OCTA seeks a highly qualified and experienced team to complete an ADA Self-Evaluation of OCTA-owned and operated facilities to identify barriers for people with disabilities and successfully develop an ADA Transition Plan for OCTA to prioritize the removal of barriers for accessibility purposes. A final ADA Transition Plan is to be completed one (1)-year from the date of contract execution. An alternate timeline can be submitted in the proposal which still offers OCTA a suitable completion date. Should an alternate timeline be proposed, Consultant shall clearly identify the proposed time, and provide an explanation as to why the alternate completion timeline is recommended for this project. II. SCOPE OF WORK OCTA is seeking a qualified Consultant team with a demonstrated track record successfully completing an ADA Self-Evaluation and Transition Plan for transportation agencies. The entire work plan and all activities and tasks shall be performed by the Consultant and Consultant shall provide all equipment and materials needed to execute the work, unless otherwise noted in this Scope of Work. The general task descriptions below serve as an outline or examples to help Offerors formulate their proposals. Offeror shall describe its intended approach to meeting all objectives in its proposal and demonstrate its success at executing similar projects. Offeror’s proposal may include enhancements to the requirements contained in the Scope of Work. Enhancements must identify appropriate alternatives to the required Scope of Work if (1) additional tasks are required by laws or regulations, (2) tasks below are not specifically required by laws or regulations, or (3) tasks below can be modified to meet the above stated objectives.
