The purpose of this solicitation is to establish a requirements contract for routine janitorial services Townwide. The work requirement is to provide a comprehensive program of general housekeeping/janitorial services encompassing all phases, schedules and procedures unique to the requirements and operations of public buildings. The contractor shall ensure that the appropriate quantity and quality of staff and supervision is provided to ensure the effective and efficient management of their personnel and their performance. All work shall be performed by trained personnel using current, acceptable industry practices. The contractor shall fulfill all requirements providing all necessary labor, equipment and supervision. The contractor shall provide material supplies needed including but not limited to; vacuum with attachments to get into corners, tight spaces, between furniture, along floor boards, shelves, window sills, blinds, heating & cooling units, broom, dustpan, bucket, mop ( must replace mop head every 1-3 months as needed), floor cleaners, floor scraper, dust cleaner cloths, dust wands to reach high places. The Town of Yarmouth shall provide all paper products, hand soap, plastic trash can liners and dispensers for those products. The Contractor shall not use the Town equipment or supplies except those stated above. Each building location shall have its own supplies that will not be moved from building to building. There will be a janitor closet at each building with supplies specific to that building. Hours and schedules of assigned employees shall be established prior to the award of the contract. The contractor shall selectively employ, assign, and supervise personnel qualified by experience, disposition, and dependability to ensure the daily effort necessary to complete the satisfactory cleanliness of the facilities as specified. The contractor shall notify the Town of all languages cleaning staff speak so we can better communicate with them as needed. Although cleaning services does not fall under the Massachusetts Prevailing Wage Program, all staff that employed by the contractor to clean Town buildings must be paid Massachusetts minimum wage. The Police Department and Town Hall must have a minimum of two staff to clean the facility six nights a week. Staff from each of the buildings will contact the contract manager if there are any issues, problems or areas missed in the cleaning service. The Contract manager will contact the cleaning company. Expectations are if any areas are missed in cleaning services that they will be addressed as soon as possible. If areas are missed in terms of cleaning and not resolved within 24 hours the Town will not pay for those services not received.
