Required tasks include the following: • In-person Kickoff Meeting following issuance of NTP led by the Mayor's Office of Infrastructure with the Consultant team and relevant City staff to discuss the overall vision and framework for the creation of a Games-focused CIP and project delivery improvements through Executive Directive 9. • Building upon existing research and compiling best practices in a report and matrix, and best in class research from Southern California, California, US, and potentially international cities CIPs. • Based on the above, developing proposals for how to operationalize current best practices of CIPs into the City's proposed citywide CIP through a multi-year phased approach, including best practices recommended for inclusion in the first year Games-focused proposed citywide CIP. • Documenting citywide priorities and preparing proposals, documented in a report and powerpoint, for a shared Purpose/Vision/Values, with defined measurable goals, that will guide the prioritization factors mentioned below and ensure the CPSC is aligned and the work stays on schedule. • Evaluating citywide capital infrastructure needs, including analysis of existing plans and policies, to guide the vision and prioritize projects for the proposed citywide CIP. • Developing prioritization factors and weighting system that will be used to prioritize projects, and inform decision making and funding recommendations. • Developing common forms and templates to document all capital projects (funded and unfunded projects, and maintenance projects) that will be used to help prioritize projects to be included in the proposed citywide CIP and document projects in the published final citywide CIP. • Creating and executing a comprehensive external stakeholder engagement strategy that ensures the proposed citywide CIP is reflective of constituent expectations and fosters collaboration with partner agency efforts. • Assist in developing a 2028 Games-related investment framework report by summer 2025, providing an advanced look of the proposed first ever citywide CIP due in November 2025. • Creating a proposed citywide CIP focused on the 2028 Games capital projects by November 2025. o The proposed citywide CIP is focused, but may not be limited to, Games capital projects in the public right-of-way, parks and public spaces. o The proposed citywide CIP will serve as a basis for future development of a 5, 10 and 20 year proposed citywide CIP for projects in the public right-of-way and open spaces. o The CIP will be delivered in an accessible hard copy, electronic copy and interactive online version that will be publicly-available and user-friendly. Strong consideration shall be made to transition the City to a digital-only CIP with corresponding web pages for projects and investments that are updated and embedded into departmental management of projects
