The purpose of this Request for Proposal (RFP) is to solicit proposals from various consulting firms to perform design services in 2025 and possibly construction engineering services in 2026 for the Earl Street project. This project will fully reconstruct the corridor from Minnehaha Avenue to Maryland Avenue. The roadway length is approximately 1 mile, has an ADT between 3,300 and 5,300, and the corridor serves multiple modes of transportation. The project includes utility work, grading, curb and gutter work, installation of stormwater management treatments, paving, signage/striping, lighting, signal work, landscaping, and sidewalk work. The intersections of Earl/Maryland and Earl/Minnehaha are part of the project scope. While the bridge over RR and Phalen Blvd is not included as part of the project, the bridge approaches will need attention. Addenda if necessary will be posted on Wednesday, April 16th, 2025.
