Scope of Work The successful Proposer shall provide technical and facilitation services to develop and produce an Inventory of net biological carbon sequestration and storage on natural and working lands. The successful Proposer shall employ methods consistent with those used to assess carbon stocks and GHG fluxes related to land use, land change, and forestry for the EPA’s Inventory of U.S. Greenhouse Gas Emissions and Sinks and the IPCC’s accounting framework. The Inventory shall be comprised of the best available data, which is data that is updated on a regular basis, acceptable to ODOE and IWG, and will allow the Inventory to be updated, as needed, for the foreseeable future. Overview of the Specifications of Work Inventory analysis should follow the methodologies recommended by EPA and the 2006 IPCC Greenhouse Gas Inventory (and its 2019 update) to ensure comparability with other inventories and should also consider the recommendations for conducting an inventory described in the Natural and Working Lands Report prepared by the INR. The successful Proposer shall review the recommended inventory methods and the data they require, in coordination with ODOE and IWG, to determine the best methods and data to be used according to short and long-term Inventory needs.
