2.2.1 Primary Initiative: Design, permit, and construct an access road from the southern portion of the District near the Alaloa Street access point to Heeia Stream as indicated in Exhibit A. a. The access road shall allow vehicular access from the end of the Alaloa street cul-de-sac to the spillway (concrete liner where no water runs) of the Heeia Stream; b. The access road shall be 10 feet wide and made of coarse surge rock base with #2 gravel on top to withstand flooding events and use by heavy machinery; c. The access road shall be secured with the construction of an access gate and fences at both ends of the road; d. The Contractor shall coordinate work with HCDA’s lessee and area landowners to gain access to the site through Kamehameha Schools’ and other private landowners’ property at the end of the Alaloa Street cul-de-sac. e. The Contractor shall coordinate the design and construction with all applicable landowners, community members, and federal, state, and county agencies; f. The Contractor shall provide its own equipment and material baseyard, as no designated baseyard will be provided on the HCDA property. 2.2.2 Secondary Initiative: Pending the availability of funds and only upon completion of all services related to the Primary Initiatives, conduct stream cleaning activities in the Heeia Stream, including, but not limited to: a. Remove accumulated buildup of rocks, debris, and overgrown vegetation from the portion of HCDA’s property as shown in Exhibit B, to a maximum height of 12 inches, to prevent impairment to the stream flow. This may include the cutting and removal of large trees, boulders, and sediment; b. Work with HCDA’s lessee to reuse removed rocks and debris in the Heeia area. Any other remaining debris shall be removed and legally disposed of.
