Lansing Board of Water & Light (BWL or “OWNER”) is seeking qualified and experienced engineering firms to provide consulting services to conduct a study to convert the REO Town Cogeneration Plant (“REO”) from combined cycle cogeneration to a combined cycle plant for power generation only. REO is a natural gas-fired combined cycle cogeneration power plant located at 1201 South Washington Avenue in Lansing, Michigan 48910. Commissioned in 2013, the plant has a nameplate generation capacity of 120 MW, can produce 350,000 pounds per hour of high-pressure steam, and currently provides up to 300,000 pounds per hour of steam export. The facility consists of the following major equipment: Two (2) GE LM6000 Combustion Turbine Generators (CTGs) and auxiliary skids, with generator nameplate of 52.8 MW rated output each. Two (2) IST Once Through Steam Generators (OTSGs) with gas-fired duct burners, with nameplate of 175,000 lb/hr at 350 psig. One (1) ElliottTurbo Steam Turbine Generator (STG) and auxiliary skids, with generator nameplate of 14.1 MW rated output. One (1) Maarky steam surface condenser, with three (3) x 50% condensate pumps and one (1) vacuum pump. Two (2) 2-cell mechanical draft cooling towers with two (2) x 100% circulating water pumps. Plant equipment coolers with two (2) x 100% auxiliary cooling water pumps. Two (2) x 100% deaerators with three (3) x 50% boiler feedwater pumps. Three (3) x 50% reverse osmosis water treatment trains with nameplate of 320 gpm and condensate polishers demineralization systems. One (1) Victory Energy auxiliary boiler, with nameplate steam capacity of 175,000 lb/hr at 450 psig. The CONSULTANT shall conduct an alternatives assessment study to provide up to 3 options for conversion of the existing combined cycle cogeneration facility to a combined cycle plant intended for power generation only. The CONSULTANT shall deliver options with the highest power plant efficiency and the lowest net present cost based on a lifecycle analysis. Consultants should submit a Time and Material (T&M) proposal.
