RI ETSS is seeking proposals from qualified respondents that understand and can outline best practices, governance, and frameworks necessary to establish a DAAI CoE that includes, but is not limited to: • Define the governance, membership, and operating model of the DAAI CoE that will inform the state’s data governance, data analytic and artificial intelligence (AI) strategies. • Establish a statewide data governance program to facilitate the utilization and sharing of agency data to enable evidence-based policy and decision-making, fostering collaborative insights among agencies and promote analytics integration across the state. • Evaluate & catalog the current state of data & analytics capabilities across state agencies. • Define the data strategy for Rhode Island state government to organize, classify and curate its data. • Prepare state data for the deployment of an integrated data sharing platform. • Prepare state data for the secure, ethical, and un-biased use of artificial intelligence. • Define the appropriate frameworks to be used in various use cases of artificial intelligence
