The scope of work is to prepare a comprehensive transportation master plan (TMP) and capital facilities plan (CFP) for Hyrum City. These plans will be a guide for the City to properly plan and implement a multimodal transportation network into the future with the TMP specifically including a trails component. The planning area includes the Hyrum City Annexation Declaration Boundary (Existing City and future growth boundary), as well as inter-interjurisdictional coordination. The following scope of work is expected and does not need to be elaborated on within the proposal unless the proposer feels that the scope is inadequate, or if there are value added items that the proposer suggests being included: 1. Project Management, Public Involvement, & Administration a. City Coordination The consultant project manager will communicate regularly with City staff to report on progress with the TMP and to discuss opportunities and constraints during the development of the plan with electronic/inperson meetings. The consultant will gain feedback on work performed in a monthly coordination meeting. There will also be several key meetings with the decision makers to ensure incremental buy in through the process. Deliverable: Meeting agendas and minutes b. Neighboring Jurisdiction Coordination Obtain plans from neighboring Cities and agencies such as Wellsville, Paradise, Nibley, and Cache County, CMPO, and UDOT to gather information that will be used in the development of the TMP. This process is essential to ensuring that the plan is compatible with other plans in the area and to identify areas of disconnect where further coordination may be necessary. Deliverable: Copies and summary of all collected data c. Public Open House, Planning Commission, & City Council Prepare and facilitate 1 public open house at an appropriate time during the process. The date and venue for the open house will be discussed with and approved by the City. At least two (2) presentations on the project to the Planning Commission and two (2) presentations to the City Council are required for presentation, discussion, and feedback on the TMP. Deliverable: Public Involvement Summary d. Documentation Provide complete Transportation Master Plan and Capital Facilities Plan documents in an electronic format. Deliverable: Electronic Copies of the TMP and CFP in pdf format e. GIS All mapping and information created for the TMP should be completed in a GIS format and provided to the City for future use beyond the plan in the recent and relevant ESRI compatible formats. Deliverable: GIS mapping (data and shape files ready to upload)
