The Town of Hamden is looking for qualified professionals to complete the necessary investigations, public engagement and design work to develop final design plans, specifications and provide design services during construction for the replacement of two bridges: the Waite Street bridge over Lake Whitney and the Mather Street bridge over Lake Whitney. The respondent will make recommendation to the Town regarding the tasks below and assist the Town in developing a set of construction documents that complies with the CTDOT’s Local Transportation Capital Improvement Program. 1. Review existing project documents from previous work, perform field observations as required and make recommendations to the Town regarding replacement or repair of the two bridges. Recommendations will include traffic calming, pedestrian and cyclist safety, and meet the goals of the Town’s Complete Streets Policy. 2. Assist the Town in meeting the requirements of the CTDOT Local Transportation Capital Improvement Program (LOTCIP): a. Assist the Town in holding pre-design public meetings to develop project design goals. b. Develop and maintain project schedule with input and approval by the Town. c. Develop Preliminary Design documents as required by the LOTCIP program. d. Assist the Town in holding public outreach meetings to present Preliminary designs. e. Develop Semi-final designs and other design milestones as may be required by the LOTCIP program. f. Develop Final Construction Plans and Bid Package. g. Assist the Town in holding pre-bid meetings and responding to any questions from bidders. h. Assist the Town in reviewing bids for responsiveness. i. Review and develop (with input from Town) ranking metrics for bids. j. Assist the Town in preparing contract documents. 3. Construction Administration process: a. Provide design services during construction. b. Hold pre-construction meeting with construction contractors. c. Develop and maintain schedule with input and approval from the Town and construction contractors. d. Perform construction inspection and observations to ensure compliance with contract documents. e. Assist the Town in tracking and maintaining documentation as may be required by LOTCIP program. f. Develop As-built plans g. Assist the Town in close out procedures.
