The primary development objectives of the Project are to develop mixed-use affordable housing that serves both residents and the surrounding community. ESD, in partnership with New York State Homes and Community Renewal (“HCR”), seeks Proposals that align with the goals articulated in the CVR, and that meet the following objectives (“Development Objectives”): Benefit the Clinton Hill neighborhood and surrounding communities; Maximize the number of affordable housing units for individuals and families while optimizing site capacity. Proposals should include a minimum of one hundred (100) affordable housing units; Respondents should propose a development that includes a building density and height that responds to the feedback from the CVR and considers citywide and nearby zoning and land use initiatives; Provide a ground floor community facility use, specifically a senior or intergenerational community center; Implement sustainable and resilient building practices that align with the New York State Climate Leadership and Community Protection Act (“CLCPA”) and the HCR Sustainability Guidelines, prioritizing energy efficiency, emissions reduction, and climate adaptation; Incorporate a robust community engagement plan to be implemented throughout the planning, design, approvals, construction, and marketing process; and Ensure the Respondent is owned and controlled by a non-profit entity or entities. The minimum non-profit ownership of the Respondent shall be 51%. The non-profit entity or entities must receive economic benefits from the Project commensurate with their ownership.
