1. The contractor shall be required to furnish all labor, equipment, materials, supplies and ancillary items necessary to successfully accomplish the requirements of this bid solicitation and subsequent award. The contractor shall be required to: a. Line Item 1 – All costs, including but not limited to any items, associated with the mobilization of all equipment, manpower and materials needed to set-up and be ready to begin the removal and disposal of materials from the leachate lines and storage tanks and subsequent cleaning, inspection, videoing and documentation of the location(s) of the leachate lines along with the associated linear footage of each line and lateral(s).This line will be included as we are currently unaware of the quantity of sludge, material, debris, etc. within the tank(s). a. Line item 1 to include any costs related to sampling/testing required for disposal. b. Line item 1 to include all demobilization costs as well. b. Line Item 2 – Remove debris and sludge from holding tanks, pump stations, manholes, “cleanout(s)”, etc.; shall include transport of debris and sludge to an off-site permitted Landfill or Waste Disposal facility. *Note that any confined space entry required during the performance of tank cleaning is incidental, and is not eligible for the hourly rate as described by Line Item 5. c. Line Item 3 – Perform High Pressure Cleaning or Pigging of Leachate Line(s) that transfer leachate from various locations of the landfill site to the storage tanks: a. Assume 2,000’ of line will be cleaned. b. Note: All water for this operation will need to be provided by the contractor from an off-site location/source. There is no available water on the landfill site. c. Yates County will have the Leachate Hauling contractor (separate contract) remove the water and liquid leachate from the storage tanks that is generated by the cleaning following the completion of the high pressure cleaning and before the removals noted in Line Item 2 proceeds. Contractor to assist the County with coordination with the Leachate Hauling contractor. d. Line Item 4 - Perform Video Recorded Inspection of Leachate Line(s); contractor shall be required to furnish the following to Yates County: a. Assume 300’ of line will be documented by using a push rod camera to document from each end of the pipeline. b. 1 Flash drive with copies all DVD video(s) documentation of each line with description of what line each video includes
