The successful firm will be responsible for all aspects of program implementation and operation in coordination with City departments, including Police, Public Works, and Information Technology, as well as CDOT. The scope of services begins with thorough site evaluation and implementation planning. The selected firm will assess proposed enforcement locations, develop modification recommendations, and prepare detailed site plans for state approval. The firm will manage all necessary permits, fees, and construction requirements within public rights of way. Operational responsibilities encompass daily screening and processing of violations, which will then be provided to MPD for violation review; maintenance of evidence chain of custody; processing of registration checks; provision of expert court testimony, training of key City employees; and implementation of a public awareness program. The firm must maintain comprehensive data management systems capable of generating reports, exporting violation data, tracking traffic statistics, and maintaining records in accordance with state law. The firm shall be responsible for all maintenance of the system and provide repair services for any damage due to vandalism, collision or severe weather to both cameras and related equipment and required signage. The successful firm will also provide for upgrades of hardware and software to maintain the program to the high technological standards available.
