Analyze workforce requirements and availability for implementing gasification systems. 4. Evaluate current site for potential gasification operation. 5. Assess current equipment and needed upgrades for operating a gasification plant. 6. Assess current condition of facility and ability to accommodate gasifier and equipment. 7. Analyze current waste mixture for gasification potential. 8. Evaluate permitting requirements for the gasification facility. 9. Evaluate potential cost recovery from gasifier operations. ii. Conventional Landfilling 1. Evaluate current waste generation patterns within the community and potential expansion. 2. Evaluate the current site to construct additional cells for supporting landfilling for an additional 20 years. 3. Analyze current waste mixture to minimize overall disposal. Assess the current condition of baling equipment and process. Process includes bailing and sorting operations. iii. Off-Island Waste Removal 1. Evaluate the cost between gasification, conventional landfilling and off island shipping of waste, include closure liability. 2. Evaluate current site and space needs for off-island waste removal. 3. Analyze current waste mixture and commodities which should be shipped off-island. 4. Evaluate current equipment and needed equipment for off-island waste removal operation.
