It is the intent of the County Planning Board to solicit Qualification Statements from Respondents that have expertise in the services of a licensed Professional Engineer for the Warren County Planning Board related to the discharge of its duties, responsibilities and jurisdiction granted it by the County Planning Act (NJSA 40:27-1 et seq.). Firms and/or persons responding to this RFQ shall be able to demonstrate that they will have the continuing capabilities to perform these services. Respondent and the licensed professional engineer(s) assigned to work with the Warren County Planning Board shall each have 10 years of professional experience in understanding, interpreting and preparing surveys showing existing conditions, and exact locations of physical features, including metes and bounds, drainage, waterways, specific utility locations, and easements. Respondent and the licensed professional engineer(s) assigned to work with the Warren County Planning Board shall each have 10 years of professional experience in preparing and reviewing elements of site plans and subdivision plats, including knowledge of vegetation, floodplain determination, and the layout of utilities, buildings or structures and the location of proposed buildings in relation to a site and its immediate environs. Respondent and the licensed professional engineer(s) assigned to work with the Warren County Planning Board shall each have 10 years of professional experience in traffic engineering, including the preparation and review of traffic impact studies, traffic signal warrant analyses, knowledge of traffic signals, stacking, site lines, driveway and roadway geometry requirements, parking layout, bicycle and pedestrian circulation, and the means of ingress and egress. Respondent and the licensed professional engineer(s) assigned to work with the Warren County Planning Board shall each have 10 years of professional experience involving drainage systems, including the preparation, review, and analysis of storm water drainage calculations, storm water detention facilities, non-structural storm water run-off best management practices, green infrastructure, and other low-impact development strategies. Respondent and the licensed professional engineer(s) assigned to work with the Warren County Planning Board shall each have 10 years of professional experience involving the review and analysis of complete streets including sidewalks, bump-outs, buffer strips, shade trees, landscaping, signage, lighting, screening, traffic calming strategies, and other related information.
