3.1 Confer with City staff to determine key operational information for the facility, including anticipated commercial hauler and residential customer traffic and types, anticipated waste volumes (including daily and seasonal variations and future growth), operating hours, special programs facilitated through the operation of this facility, desired material processing features, the potential for reuse or repurposing of any existing Resource Recovery Plant equipment or vehicles for the R3C campus, and any other information the Consultant identifies that will be essential for planning of the new facility. 3.2 Consider the development aspects of the site and ensure recommendations are made in light of the characteristics of the specific site (topography, compatibility with adjacent land uses, suitability of soils for construction, flood hazard area extent, etc.), available utilities, potential for expansion within the site, zoning codes, and state and federal regulations. 3.3 Prepare a conceptual design for the overall site and the interior spaces of buildings. The design will be inclusive of the necessary areas for: 3.3.1 Building structures, inclusive of sufficient space for: 3.3.1.1 Staff offices, locker room(s), and break room 3.3.1.2 Public education and outreach 3.3.1.3 MSW tipping and storage 3.3.1.4 Processing equipment (shredding, baling, ferrous and non-ferrous recovery systems) 3.3.1.5 Transfer truck loading and equipment 3.3.1.6 Driveways, maneuvering, and queuing 3.3.1.7 Equipment storage 3.3.1.8 Fire protection equipment 3.3.1.9 Household hazardous waste receiving and storage 3.3.1.10 Organics receiving, storage, and load-out 3.3.1.11 “Light” construction and demolition debris receiving and transfer to landfill 3.3.1.12 Staff and public parking 3.3.1.13 Scale facilities 3.3.1.14 Stormwater management 3.3.1.15 Recyclable materials receiving, storage, and load-out 3.3.1.16 Utility services 3.3.1.17 Yard waste receiving, storage, and load-out 3.3.1.18 All other equipment, services, or structures necessary to achieve the City’s goals.
