New Castle County typically engages in multiple construction contracts with overlapping schedules and contract management and contract inspection obligations for New Castle County staff. Contract Management and construction inspectors are needed to supplement the New Castle County Inspection Section staff for these projects. Projects may include, but are not limited to, sanitary sewer replacement (collection, trunk and/or interceptor sewer lines), pump station and/or force main construction, installation of sanitary sewer under the New Castle County septic elimination program, sewer rehabilitation and stormwater management facility renovation projects. Many of these projects will include trenchless technology methods of construction. Additionally, New Castle County may require construction inspection or resident project representative services for park or building projects. The selected firm shall have the ability to provide qualified and experienced contract management and construction inspection services on a timely basis for multiple New Castle County projects that may be under construction simultaneously. New Castle County shall review and determine the projects that will be included in this construction inspection contract. Upon formal award of a sanitary sewer improvement project or other project, New Castle County will contact the firm to request construction inspection services. The contract management and construction inspection team members shall be responsible for, but not limited to, the following: attendance at pre-construction, chair progress meetings and prepare progress meeting minutes, full-time inspection effort unless otherwise directed by New Castle County, good communication skills with regulatory agencies, contractors and the general public, familiarity and experience with interpretation of plans and specifications, DNREC/ACOE/DELDOT permit conditions, sanitary sewer construction methods, pipe testing, construction quantity computation and verification, and daily reports, and resulting data input into the database deployed by the New Castle County Department of Public Work which is Cityworks Customer Management Systems (i.e. AMS, PLL). The construction inspector may be required to collect, tag, and deliver material samples for testing. Prior to project assignment, the selected firm will provide the contract management staff and construction inspector’s resume of relevant inspection experience for review and approval by New Castle County. New Castle County reserves the right to accept or reject the resume.
