2.5.1 Adult Drug Court: Substance Use Counseling. Proposer awarded a contract for this Program Category will be required to: o Provide dedicated counselors (gender specific, bi-cultural/bilingual) who are certified and licensed to provide drug and alcohol treatment services. o Provide participants with immediate access to assessments within 7 days from program entry. Enter all evaluations into the Specialty Court Management System (SCMS). o Actively participate in initial case planning sessions and monitor participant progress to ensure appropriate services are being provided. o Attend pre-court staffing, court hearings, committee meetings, webinars and in person training. o Complete initial addiction treatment assessments. o Collaborate with the probation officer and treatment court coordinator in creating individualized case plans. o Provide an evidence-based curriculum that meets the Oregon Specialty Court Standards. o Refer participants to mental health services as needed. Obtain releases of information for the treatment court. Work collaboratively with mental health clinicians. o Refer participants to higher level of care programs (residential treatment) as needed. Obtain releases of information for the treatment court. Work collaboratively with treatment clinicians. o Report participant attendance missed and/or rescheduled (by client or therapist), record progress and/or concerns in treatment in SCMS. SCMS data entry must be completed by 12PM each Thursday. o Record Relapse Prevention Plans in SCMS. o Provide treatment completion certificates to the court. o Provide a representative to serve on the Court’s Executive and Steering Committee meetings on a biannual or quarterly basis. o Provide dedicated mentors to assist participants in overcoming barriers within the community. Mentors assist participants with scheduling services, managing day planners, housing, etc.
