Town is issuing this Request for Qualifications (RFQ) to identify a licensed engineer to provide a full range of engineering services to support the implementation of the Comprehensive Wastewater System Analysis. The Town of Winnsboro’s wastewater system is in need of a comprehensive system assessment and an assessment of financial conditions, including operations and staffing as well as rates, to address viability and operational concerns. Currently, there is limited data for effective short-term and long-term planning that must be addressed. Following is a list of the long-term data needs: • Manhole Locations • Rim/Invert Elevations • Gravity Sewer Sizes and Materials • Force Main Sizes and Materials • System Connectivity • Customer Use Data • System Flow Data
