1. Conduct a comprehensive benchmark market analysis of all City positions with comparable Georgia municipalities as required and surrounding (regional) jurisdictions, institutions of higher education, and applicable private/public sector competitors. 2. Identify potential pay compression issues and provide potential solutions. 3. Review existing positions and develop job descriptions to ensure current and accurate Fair Labor Standards Act (FLSA) exemption status, essential functions, minimum qualifications for education and experience, required knowledge, skills, and abilities, special requirements, and physical and environmental conditions. 4. Analyze and recommend changes to the present compensation structure to meet market analysis. This recommendation may include recommendations for individual positions as well. 5. Review all background materials including, but not limited to, existing salary scale, organizational charts, classification specifications, etc. 6. Perform a pay compression analysis of all City positions. 7. Provide a detailed proposal for recommended changes. 8. Assist in the development of a strategy for implementing the compensation recommendations and plan. 9. Provide instructional information to allow City staff to conduct individual salary audits and adjustments consistent with the survey methods until the next formal study is conducted. 10.
