The Westminster Housing Authority (WHA) is committed to expanding and preserving affordable housing for low- and moderate-income households in Westminster, California. As the housing successor agency to the former Westminster Redevelopment Agency, the WHA manages housing assets, administers affordable housing programs, and collaborates with developers and community partners. The WHA is announcing the availability of $3 million in funding for qualified housing development companies. Eligible activities under this NOFA are limited to the new construction of affordable rental units within the City of Westminster (City), serving households earning at or below 60% of the Orange County Area Median Income (AMI). As part of the NOFA process, a pre-loan commitment letter may be issued, outlining the maximum reserved funding and required conditions before loan closing. Selected developers should anticipate attending a Westminster City Council meeting on May 14, 2025, for final approval. Financial assistance will be provided as residual receipts loans, with terms negotiated on a project-by-project basis and secured by a lien on the property. Applications will be evaluated for compliance with Senate Bill 341 (SB 341), DeSaulnier Redevelopment Regulations, NOFA terms, and applicable state and local regulations. Eligible projects will be reviewed based on the NOFA Evaluation Criteria. This NOFA does not commit the City/WHA to cover any costs incurred in preparing an application. The City/WHA reserves the right to reject any or all submissions, waive irregularities, negotiate awards with multiple respondents, or cancel in whole/part of this NOFA.
