3.1 Integrated Pest Management (IPM) is a decision-making process for managing pests that uses monitoring to determine pest injury levels and combines biological, cultural, physical and chemical tools to minimize health, environmental and financial risks. IPM emphasizes the use of extensive knowledge about the target pests, such as infestation thresholds, life histories, environmental requirements, and natural enemies to compliment and facilitate biological and other natural control measures of pests. IPM uses the least toxic pesticides only as a last resort for controlling pests. 3.2 Compliance with City IPM Policy: Vendor shall obtain and comply with all requirements of the City’s Integrated Pest Management (IPM) policy. The Vendor shall apply all pesticides with extreme care to avoid any hazard to persons, pets, property, and the environment. 3.3 Best Management Practices (BMPs) & Standard Operating Procedures (SOPs): Vendor shall obtain and comply with pest specific City BMPs and SOPs. If Vendor wishes to propose the use of other BMPs and SOPs, the Vendor must submit a copy of the proposed BMPs and SOPs in writing to the City for review and approval. City approval of BMPs and SOPs will be based on degree of conformance with the City IPM Policy, BMPs and SOPs. 3.4 Use of Pesticides: Vendor shall comply with all federal, state, and local rules and regulations that govern the use of pesticides, including the City’s IPM Policy. Pesticides utilized for control of pests on City property shall have current EPA registration and be applied in strict accordance with label directions. All pesticide use on City property shall be subject to advance approval by the City. 3.5 Pesticide Approval and Application: 3.5.1 As required by law, each person performing pest control activities shall be certified by the State of California. 3.5.2 All recommendations for pest control must be in compliance with the current Integrated Pest Management policies and guidelines of City. 3.5.3 All pesticide applications shall receive advance approval from the City. 3.5.4 The Vendor shall provide written recommendations from a licensed California pest control advisor (PCA) for any pesticides approved for use on City property. 3.5.5 Vendor employees who apply pesticides shall possess a qualified applicator certificate (QAC) from the State. This certification (silver card) and written pesticide recommendations shall be with the employee while applying any pesticides. 3.5.6 Vendor personnel who oversee the application of pesticides shall possess a qualified application license (QAL) from the State. This license (brown card) and written pesticide recommendations shall be with the employee while supervising any pesticide application on City property.
