Task 1: Zoning and Planning Updates to Encourage Housing Development and/or Infill Housing The Consultant shall review the City's planning documents and propose amendments to encourage more infill housing and improve housing affordability. The City expects the Consultant to recommend Zoning Amendments or changes to development review processes consistent with the goals of Green Means Go to encourage infill housing development. The Consultant shall also assist in the development of two (2) buildout scenarios that are consistent with or build upon the City’s Housing Element and General Plan. The City is underway with a Water and Sewer Master Plan Update, which developed General Plan Build Out Demand and a 2035 General Plan Demand scenarios to analyze corresponding infrastructure needs. The City expects to use the General Plan Build Out Demand and will work with the Consultant to develop two other buildout scenarios. Task 2: Sewer, Water, and Stormwater Existing Utility Database, Conditions Assessment, and Utility Needs Assessment The Consultant will prepare field survey and map utilities along the Sacramento Avenue corridor. This will involve verifying existing data regarding utilities and utility accessories and update as needed for the Green Zone. As the City is underway with the Water and Sewer Master Plan Update, the Consultant may review the documents to understand the system along the Sacramento Avenue corridor and proposed improvements. This may also include researching as‐built plans, following the ABC process, or reaching out to utility owners. Utility accessories include manholes, vaults, fire hydrants, water valves, etc. The City expects the Consultant to provide databases and/or GIS files of the sewer, water, and stormwater data collected. Prepare conditions assessment memorandum(s) of utilities to understand existing capacity. This may require the use of CCTV, visual inspections, coordination with utility agencies, load‐capacity analysis of existing infrastructure, review of City’s documents/studies/models, etc. Identify estimate of properties on septic to understand capacity needs if these properties switch to the public sewer system. Prepare an infrastructure needs assessment for water, sewer and stormwater sheds to meet City’s buildout conditions and up to two (2) buildout scenarios to provide adequate public facilities for growth. This may require the development of water, sewer, and stormwater projections or the review and validation of City provided models to verify needed infrastructure findings. Include analysis of opportunities and challenges to achieve the buildout scenarios. Task 3: Electric and Gas Distribution Grid Needs Assessment Compile information from Pacific Gas & Electric regarding existing distribution capacity, voltage support services, reliability services, and resiliency services on Sacramento Avenue. Conduct scenario analysis and identify infrastructure needs to meet City’s buildout conditions and up to two (2) buildout scenarios to provide adequate public facilities for growth and in alignment with the City’s planning and policies documents (i.e. General Plan, Mobility Action Plan, Mayors’ Commission on Climate Change, Climate Action Plan etc.). Include analysis of opportunities and challenges to achieve the buildout scenarios. The City expects the Consultant to provide memorandums on existing conditions and future scenario needs planning. Task 4: Telecommunications and Broadband Needs Assessment Using the City of West Sacramento’s Broadband Infrastructure Assessment and Action Plan, determine whether existing broadband assets on Sacramento Avenue meet City’s buildout conditions and up to two (2) buildout scenarios to provide adequate public facilities for future growth and in alignment the City’s planning and policies documents (i.e. General Plan, Mobility Action Plan, Mayors’ Commission on Climate Change, etc.). Identify appropriate minimum conduit specifications to support needs in the buildout scenarios. The City expects the Consultant to provide memorandums on existing conditions and future scenario needs planning.
