• Above Water Superstructure – The contractor will perform topside structural observations of the superstructure including, but not limited to, mooring hardware, curbs, and deck conditions. The existing conditions of the pier shall be compared to the 2017 SGH Study in a summary report that informs the City of notable changes. o Pier 1, 2, and 3 – Perform structural observations for the entire pier area. • Above Water Substructure – The contractor will perform inspections of the below-deck elements of the pier substructure to determine the extent of structural deterioration. This includes, but is not limited to, at a minimum the underside and edges of pier deck, pile caps, framing, retaining structures, and piling. o 100% Level I Visual and Tactile Inspection Pier 1 (53 ft x 660 ft) – Inspect approximately 85 linear feet (LF) steel sheet pile, 208 steel king piles, and 1,334 LF concrete infill panels Pier 2 (80 ft x 1,000 ft original 1940’s; 80 ft x 212 ft extension 1970’s) – Inspect all pier underdeck and framing, approximately 996 concrete piles (orig.) and 149 concrete piles (ext.), and 48 mooring dolphin piles Pier 3 (150’ x 1,100’) – Inspect pier underdeck and framing and approximately 3,000 concrete piles • Below Water Substructure – The contractor will perform inspections of the underwater elements of the pier substructure to determine the extent of structural deterioration. This includes, but is not limited to, at a minimum the retaining structures and piling. o 100% Level I Visual and Tactile Inspection Pier 1 (53 ft x 660 ft) – Inspect approximately 85 linear feet (LF) steel sheet pile, 208 steel king piles, and 1,334 LF concrete infill panels Pier 2 (80 ft x 1,000 ft original 1940; 80 ft x 212 ft extension 1978) – Inspect approximately 996 concrete piles (orig.) and 149 concrete piles (ext.), and 48 mooring dolphin piles Pier 3 (150’ x 1,100’) – Inspect approximately 3,000 concrete piles o Level II Cleaning and Close Visual Inspection Pier 1 Quantity of Inspections • Steel sheet piles: Two locations per side (4 total) • Steel king piles: 10% (21 total) • Concrete infill panels: Every 100 LF (14 total) Pier 2 Quantity of Inspections • Concrete piles (orig. 1940’s): 10% (100 total) • Concrete piles (ext. 1970’s): 10% (15 total) • Mooring dolphin piles: 10% (5 total) Pier 3 Quantity Inspections • Concrete piles: 10% (300 total) o Level III Sampling and Testing Pier 1 Ultrasonic Thickness Measurements • Steel sheet piles: Two locations per side (4 total) • Steel king piles: 5% (11 total) Pier 3 Concrete Core Sampling and Testing • Sample 15 piles using three 4-inch diameter x 8-inch-long cores at each pile (45 total). Locate cores 3 feet below mudline, within the water column, and above the water column. • Test each core sample as follows: o Petrographic Analysis o Scanning Electron Microscopy (SEM) o Incremental Chloride Profiling o Compressive Strength • Core holes shall be filled with a marine grade repair grout. • Testing and analysis shall be performed by an independent testing laboratory specializing in the above testing methods.
