The San Diego County Air Pollution Control District (District) is soliciting bids from qualified manufacturers/suppliers of up to 2,000 (per option year) new indoor air monitoring systems to be used in residences found in the Environmental Justice Communities in San Diego County (“Portable Air Quality Improvement & Relief Program (PAIR)”. The new indoor air monitoring systems to be procured will monitor levels of air pollutants inside selected residences within designated AB617 Environmental Justice communities and alert residences in the event that air quality degrades, such as in an emergency or fire event. Additionally, portable air filtration devices found within these residences will remove air pollutants, odor and improve indoor air quality. The District will also partner with a local community organization(s) to administer and implement the PAIR Program, which will consist of storing (or arranging for delivery of) the new devices, selecting residences to receive the air filters and air monitoring equipment, delivering/installing the new equipment, assessing the air quality benefits of the PAIR Program with a local non-profit organization and/or educational institution, and being the main point of contact (“Participant Engagement Manager”) for community members and the District.
